If you didn't go to pandorabots.com, they have a tutorial that explain very well how the tag-answers work. "Program" the bot is very easy but take time, specially if as me, you use "zero-knowledge" option. Because if you use the premade one sometimes they said very OOC things.
Second step is download
a portable Flash (I use CS3) (if you have photoshop you can import draws from photoshop to flash) (to make text use flash)
To the flash thing, I put in the end of the artist comment links of tutorials that help me a lot. As you, I never used before Flash.
The much of flash knowledge you need depends on how elaborated you pretend your bot be. As you can see, mine have a Load-bar, have animations, and buttons (like the light switch, the closet, the berries). So third step would be think about what do you want to do for the graphics. There are some bots that only have a draw and thats all, or others that is only a draw with a set of expresions (like close the eyes, or something like that, these are a very simple but cute animations, I mean change the eyes doens't need so much work and make awesome anything!).
Put it in dA is the simplest thing, dA acepts swf file, in flash you use SAVE AS option and choose .swf
And you must do a img (png/jpeg) or gif (150x150 pixels) to be the preview image (you have to attach it as a "preview image").
